Vietnam Vaping Ban
National Assembly Resolution 173/2024/QH15 banned the production, trade, import, storage, transport and use of e-cigarettes and heated tobacco products from 2025. Decree 371/2025/ND-CP, in force since 31 December 2025, fines users 3 to 5 million dong and requires their devices to be destroyed (Hanoi CDC; Government Official Gazette).
The decree also targets property managers. Anyone who lets others use e-cigarettes on premises they own or manage can be fined 5 to 10 million dong, and organisations face double the fines set for individuals (VietNamNet).
