Vaping Rules in Norway
Under the Tobacco Control Act, nobody may smoke, use snus or vape on the premises or outdoor areas of primary and secondary schools, and pupils may not vape during school hours, on or off site. E-cigarettes with nicotine still cannot be imported for sale or sold in Norway, even after the EU Tobacco Products Directive rules took effect on 30 March 2026, and the government has proposed banning nicotine-free e-cigarettes too. Nicotine-free e-liquids may only be tobacco-flavoured or unflavoured (Helsedirektoratet).
