Cambodia Vaping Laws
Cambodia first banned the sale, import and use of e-cigarettes and shisha in 2014 and added heated tobacco products in 2021. On 21 October 2025 Prime Minister Hun Manet signed Order No. 02, which prohibits the import, distribution, sale, advertising, use, possession, production and storage of vaping and shisha devices and liquids (Vital Strategies; Open Development Cambodia, 2025).
The order directs the Ministry of Education, Youth and Sport to prohibit vaping in and around public and private schools, teacher training institutions, dormitories, gyms and sports venues. Civil servants caught vaping have devices confiscated and receive warnings, and businesses that sell vapes risk losing their licences (Phnom Penh Post, 2025).
