Matthew Shanks, CEO of Education South West, recently visited Westminster to provide evidence to MPs scrutinising the Tobacco and Vapes Bill. His testimony highlighted the urgent need for stricter regulations to prevent underage vaping.
A Growing Problem in Schools The latest ‘Smoking, Drinking and Drug Use Among Young People in England’ report (2023) has revealed troubling statistics. Around a quarter of 11 to 15-year-olds have tried vaping, and nearly one in ten (9%) are regular users. This sharp increase has raised alarm bells among educators, health professionals, and policymakers.
Why Are Children Attracted to Vaping? Mr Shanks, who chairs the Secondary Headteacher Reference Group, stressed that many young people are drawn to vaping due to misconceptions about its safety. Unlike traditional cigarettes, vapes are often marketed as harmless, making them appealing to children who might not otherwise consider smoking.
The Role of Vape Shops and Marketing Another major concern is the easy accessibility of vapes. Vape shops, often located near schools, use bright colours and enticing flavours to attract young customers. Mr Shanks called for tougher penalties on businesses that sell vapes to minors and stricter regulations on shop placements and advertising.
The Tobacco and Vapes Bill: A Step Forward? The proposed Tobacco and Vapes Bill aims to ban the sale of tobacco and vaping products to anyone born on or after 1 January 2009. It also includes measures to curb the advertising of nicotine products. While many welcome the bill, campaigners argue that enforcement and education will be key to ensuring its success.
